When country A is trying to cozy up to country B, the leader of A might show affection toward the leader of B. When two countries are in a confrontation, you will hear disrespectful jokes, rumors and whatever else. This is the simplest way to ensure that the people agree with their leader, without understanding political motives. This should be enough answer the question, but I can add that in Russian politics showing affection to potential rivals is generally seen as a sign of weakness.
